The creation of material, troops, and weapons must be balanced using the scarce resources that are available to you. Create alliances with competitors, make major commercial agreements or battle your way through a First World War scenario. A brave leader is needed to guide your people through this trying time. You can ensure the survival of your people by training them in how to join their brothers in arms, whether they are cavalry, foot or in an experimental tank.
